Argentines outraged at Uruguay paper mill ruling
Buenos Aires (AFP) April 20, 2010
Argentines expressed outrage Tuesday that Uruguay was not slapped with sanctions or penalties after being found in violation of an international treaty by polluting a river the countries share. "This is a bitter pill we have to swallow," said Sergio Uribarri, governor of the Argentine border province of Entre Rios, reacting to the ruling by the International Court of Justice in The Hague. "We know that the court ruled in our favor on the basic question. But it's still important to correct the pr ... read more

Iceland turns to jokes -- and soul-searching
Reykjavik (AFP) April 20, 2010
Economic implosion, then volcanic explosion: not since the Viking raiders has Iceland been associated with so much tumult in Europe. There are only 317,000 people on this barren north-Atlantic island and until recently, with the exception of eccentric pop singer Bjork, they'd barely caught the outside world's attention. But now Iceland is famous - infamous, even. The Eyjafjoell volc ... more

Probing Public Policy With A New Lens
Binghamton NY (SPX) Apr 21, 2010
In each of two cities, a team of local agencies launches a campaign to keep children from joining gangs. The two use similar tactics, combining counseling, tutoring and recreation. One initiative shows great results; the other makes barely a dent. Why the difference? The research of Pamela Mischen, associate professor of public administration at Binghamton University, demonstrates that one ... more

EU chamber says China business climate worsening
Beijing (AFP) April 20, 2010
Growing nationalism and lobbying by local firms is making China more protectionist and hostile towards foreign firms, European businesses claimed on Tuesday. Market-opening reforms had unmistakably slowed as Beijing gains more economic clout, Joerg Wuttke, president of the European Union Chamber of Commerce in China said, warning it could spark a backlash in Europe. "The pie is getting bigger and the door is getting narrower," Wuttke told reporters at a press briefing, adding, "we are losing out ... read more
