In crisis situations, especially in fragile and conflict-affected regions, providing accurate information and reliable communication remains a daunting task. The partnership aims to create a system that fuses satellite and terrestrial data and converts it into real-time, actionable intelligence for first responders and aid workers.
By using satellites to maintain connectivity when ground networks fail and Earth observation to monitor evolving scenarios, humanitarian teams can swiftly identify areas in urgent need. This comprehensive approach ensures that critical information reaches those making pivotal decisions under the most challenging conditions.
"In the face of emergencies, the ability to deliver actionable information to decision-makers anytime, anywhere can make all the difference for saving lives and livelihoods. This approach empowers humanitarian workers to make informed decisions in the best interest of affected populations, even in the most fragile and complex environments," said Josef Aschbacher, ESA's Director General.
This initiative is part of ESA's Civil Security from Space programme and builds on collaborations with the International Federation of Red Cross and Red Crescent Societies and national Red Cross organisations. It also supports ESA's Rapid and Resilient Crisis Response accelerator, ensuring access to space-enabled solutions for every phase of crisis management.
"Working with the International Committee of the Red Cross enables ESA to play a pivotal role in making sure that humanitarian organisations have the tools needed to help people and communities, even in the most trying scenarios. The CSS programme will ensure that these systems are developed to deliver maximum impact for aid workers and the communities they serve," said Laurent Jaffart, ESA's Director of Connectivity and Secure Communications.
This partnership marks a significant milestone in applying space technology to humanitarian challenges. The solutions being developed will not only accelerate crisis response but also bolster efforts in prevention and risk assessment, ultimately strengthening humanitarian work across the globe.
