From a distance the mounds read as color first. Faded reds and blues and the pale grey of sun-bleached cotton, spread in low ridges across the driest desert on earth, near Alto Hospicio in northern Chile. Get closer and you see what it actually is: jeans, jackets, sweaters, T-shirts, tangled by the ton. Some still carry store tags. They were made, shipped across an ocean, and dumped without anyone ever pulling them on.
How they arrived is a story about trade and sheer volume. Chile is the world’s fourth-largest importer of used textiles and the largest in Latin America. Much of it enters Chile through the port of Iquique and is then moved into the city’s tax-free trade zone, ZOFRI, on the edge of the Atacama Desert. Alex Carreno, who used to work in the port’s import area, put it simply: “This clothing arrives from all over the world,” he said. Resellers buy some of it and send it on to Santiago or other countries. The rest has to go somewhere. “What is not sold to Santiago nor sent to other countries stays in the free zone,” Carreno said.
In practice, staying in the zone has meant staying in the desert. About 59,000 tons of secondhand and unsold clothing arrives in Chile each year, and much of it never finds a buyer. The Circle Economy Foundation estimates that around 40,000 tons goes unsold and is dumped in illegal landfills, with more than 300 hectares of desert now covered in textile waste. Almost none of it gets a second use. Reinalina Chavarri, who directs the Sustainability Observatory at the University of Chile’s School of Economics and Business, put the fate of the country’s discarded clothing plainly: “Much of it ends up in places like the desert. Only about 1% is recycled,” she said.
The problem is that the piles just don’t go away. Franklin Zepeda, an engineer who grew up near this trade, explained why landfills turn the clothing away: “The problem is that the clothing is not biodegradable and has chemical products, so it is not accepted in the municipal landfills,” he said. That applies mainly to synthetic fibers rather than every material, but the effect on the ground is the same. Cotton might rot; polyester will sit in the sun for a very long time.
Zepeda decided to do something with it. “I wanted to stop being the problem and start being the solution,” he said. In 2018 he founded EcoFibra in Alto Hospicio, a short drive from the dumps. It is a small operation, not a cure for the wider flood of clothing, and that’s worth keeping in mind. But what it does with the material is the interesting part.
The process is plain and physical. Workers sort the garments by material, then strip out the hardware: zippers, buttons, metal snaps, anything that isn’t fiber. What’s left gets shredded and pressed into a dense mat. According to the Circle Economy case study, EcoFibra was processing close to eight tons of textile waste a day this way. That mat becomes insulation, the kind that blocks both heat and noise. By mixing in wood, the company’s product profile says, EcoFibra also makes finished panels, boards you can hold and fix into place.
Those boards go inside walls. The product profile says the panels insulate as well as traditional panels at lower cost, resist fire, and are used mainly in house construction, including social housing. A jacket that crossed the Pacific and never got worn is broken down to its fibers, pressed flat, and slotted behind the plaster of someone’s new home, where its only job now is to hold the warmth in.
There’s a strangeness in that arc. Clothing is made to be worn. Many of these garments skipped the wearing entirely and went from the factory floor to the desert floor to the inside of a wall. And demand for cheap clothes keeps climbing. Over the past twenty years, clothing purchases in Chile rose 233%, and the overflow has to land somewhere. A sweater becoming insulation is a genuinely clever second life. It’s also a sign of how much gets made that no one, in the end, actually needed. The panels do good work. The reason there’s so much material to make them from is the harder thing to look at.
